A now eight-year-old Bonnie attempts to have a chat with her neighbors, the Jordan twins, but they are more focused on their tablets. Bonnie soon gets one herself, a frog-themed tablet named Lilypad. Becoming addicted to Lily, she begins to neglect her other playthings. Jessie, having been dubbed the new sheriff since Woody's departure, attempts to explain to Lily how her presence has altered Bonnie's social life. Lily misinterprets Jessie and ends up finding friends for Bonnie on social media, with one of them, Chelsea, being in Bonnie's dance class.

Demoralized, Jessie contacts Woody via a walkie-talkie to let him know about the situation. Woody, who is helping Bo Peep find homes for toys neglected by their owners, decides to return to Bonnie due to a misunderstanding when Jessie ends the call. Meanwhile, Buzz is trying to muster up the courage to tell Jessie that he has feelings for her. Chelsea invites Bonnie over for a sleepover, and Jessie and Bullseye stow away in her back pack while Bonnie takes Lily with her, but Bonnie has her dad take Jessie and Bullseye home when Chelsea, alongside her friends Heidi and Kara, make fun of Bonnie for still playing with toys. Jessie and Bullseye escape but are found by an elderly couple, who send them back to the farmhouse of Jessie's old owner, Emily.

At Emily's farmhouse, Jessie ends up in the shed of forgotten toys, meeting a potty-training device named Smarty Pants. While entering the house, Smarty Pants' battery nearly runs out, forcing Jessie to find him a new one in a drawer. There, she encounters other devices and learns that a new family, the Manoukians, consisting of a girl named Blaze and her mother, now inhabit the farmhouse. Meanwhile, a cargo ship filled with a new brand of Buzz Lightyear action figures crash land on a campsite adjacent to the town where the toys and their owners live.

Woody makes it back to Bonnie's house, with him butting heads with Buzz over who Jessie calls their deputy, but when the toys discover Jessie has not returned from the sleepover, they confront an apathetic Lily, who tricks Bonnie's parents into putting everyone except Woody and Buzz in storage. To gain leverage, Woody and Buzz unplug Lily's charger, depriving Bonnie of an online game she was playing with the other girls. At the farmhouse, Jessie reluctantly works with the device toys to contact Bonnie's house through Lily. Woody and Buzz, who discover Lily's weakness is being forced to be helpful once her name is called out, find the message from Blaze on Jessie's whereabouts. They get Bonnie and her mother to see the message and go retrieve Jessie, with Woody and Buzz stowing away. When they get there, however, Bonnie disowns Jessie and Bullseye after her new clique mocks the toys on their chat group.

Jessie sulks off to a nearby tree that Emily used to play with her on years ago, but soon notices a hidden hole under it, containing a lunchbox filled with late-20th-century objects alongside photos of an adult Emily and her daughter, who is named after Jessie. With the help of their new device friends and the malfunctioned Buzz figures, Jessie, Woody, and Buzz track down Lily, who is boarding a donation box in a moving truck to make up for her rendering Bonnie miserable. Using Blaze's toy horse collection for transportation, they arrive at the truck and convince Lily to make Bonnie and Blaze friends.

The toys and devices get the girls to meet, and they bond over their love for the toys. Bonnie and Blaze pretend to marry Jessie and Buzz, respectively; Bonnie dumps Chelsea, Heidi, and Kara; and Woody and Bo Peep return to their lost toy life.
